Ambassador Chan Heng Chee is Ambassador-at-Large with the Singapore Foreign Ministry and concurrently, Singapore’s Representative to the ASEAN Intergovernmental Commission on Human Rights (AICHR). She is Chairman of the Lee Kuan Yew Centre for Innovative Cities in the Singapore University of Technology and Design (SUTD) and also Chairman of the National Arts Council (NAC).
Ambassador Chan is a Member of the Presidential Council for Minority Rights. Ambassador Chan served as Singapore’s Ambassador to the United States from July 1996 to 14 July 2012. She was Singapore’s Permanent Representative to the United Nations from 1989 to 1991 and was concurrently High Commissioner to Canada and Ambassador to Mexico.
Ambassador Chan holds a B.Soc.Sc (Hons) First Class from the National University of Singapore, a M.A. from Cornell University and a Ph.D from the National University of Singapore.
